No, not rude. She/he could ve ignored you all together but takes time to explain the problems they are having. Rude is expecting a person to answer per your demand. Maybe she is in distress and can’t gather the mental energy for the five words. Ask someone else if you don’t want to wait for her 🤷♀🤷♀

In no way is what this person said rude. Some of us are actually just holding back a giant tirade of abuse and crying. We need down time with NOONE asking anything of us. I get asked too many damn things in a day and someone asking for my help outside of work is almost always a "No."

@squishylemon Exactly. She is a work colleague I've known for 15 years. I wish I knew someone else I could ask but she's the only one I knew who had got an NOC letter from office and I wanted to know the process.
