Such a question is likely to be specific to country, but...
Electric bicycles capable of propulsion by motor alone. They are motor-vehicles so should come under the same laws as any motor-vehicle, including lighting, audible-warning device (horn or bell); vehicle-registration, Road Fund Tax and rider's third-party insurance .
The same laws that make also driving on the pavement illegal...
(In the UK - I can't speak for other countries that may or many not have these or similar regulations already.)

@NerdyPotato That does surprise me, for a country that seems so keen on cycling.
Perhaps the Dutch don't like to go anywhere for pure pleasure for its own sake, apart from on their main holidays. I read not long ago that there are very, very few public footpaths in Holland's countryside; and that Dutch visitors to Britain find it hard to comprehend the sheer number and variety of such paths here.
Yet I'd have thought they'd be really keen on at least elctrically-assisted cycles, because I think they allow conventional, petrol-fuelled motorcycles. The only difference really, is the vehicle's power.

@ArishMell electrically assisted bicycles are very popular, but electrically powered ones are illegal. If you don't want to peddle, you should upgrade to a scooter.

@4meAndyou I hate the idea of licensing bike riding for Christ's sake the helmet laws already piss me off.
I have no idea where you live but I can tell you Ohio already has laws against bike riding on sidewalks, light requirements for bicycles, helmet laws, and all bikes are supposed to be ridden on the roadway following all the laws that motorists have to follow. That is enough for me.

@WillaKissing I used to live in South Boston when I first met the ex. Things were primitive at best regarding bike riding in the city. Perhaps by now, things have improved...but bike riders did NOT use hand signals in those days, they DID ride on sidewalks, and were, generally speaking, a hazard.

@4meAndyou With all the colleges big and small in Ohio and with the way the students at those colleges acted on bicycles, and the amount of bike pedestrian and bike car accidents the state legislated laws on bikes in the early 1990's in Ohio. So, bicyclists can be cited and held legally and civilly accountable for their biking when they do it irresponsibly.
But I also recognize not matter where anyone lives in this world as far as bikes and vehicles go the laws are only as good as the folks that follow them. And why Ohio allows for civil lawsuits for bike as well as criminal charges.

Teachers and that would include a very detailed testing to prove that they are knowledgeable of the course they will teach, have an IQ greater than 120, can pass a vision test, can walk and chew gum at the same time, will not have any political or LGBTQ orientations........................but since academia controls our education systems that will most likely never happen as they are 99% liberals / socialists.

@acpguy I believe teacher’s do get a license if they graduate, well most of them. I knew one student who was a sorority girl and she was very superficial. She was a student teacher at an elementary school. I’d ask her how it was going and she go off about a cute blonde-hair little boy in the classroom, I guess he was the pet. Anyway she let out the F-bomb in the teacher’s lounge after getting a soft drink from the machine and it fizzed up and sprayed on her clothing. They heard it out in the hall and some teachers heard it in the nearest classrooms. She got told to leave. The school wouldn’t give her a license as she was weak in a lot of things. But she had finished her classes and they gave her the degree in teaching. What she did with I have no clue.

@cherokeepatti I received a degree in education so I do know a little about teachers even though that was in 1972. My wife is an instructor at our state college for the past 20 years. What I have seen of teachers for the past 20 years is nothing but horrible as colleges today would give a degree to a rock and they do not teach only in classes they received a degree in. Most teachers couldn't write a term paper on their own, do higher level math or have knowledge of basic biology. They have their degrees from academics that are more concerned about getting their pay checks without very much work and push liberal / socialist ideals onto their students. We need to get things turned around as our kids are not even close to the level of education of other countries.
