Id have to say 1994, there are so many great movies from that year, Shawshank redemption, pulp fiction, Leon the professional, interview with a vampire, the crow, legends of the fall, just to name a few

In my lifetime probably the mid 70's to the mid 80's.
Quite a creative era with the emergence of many excellent Directors; and writers.
American; French; Italian and Spanish filmmaking was adventurous and much of it still holds up well today

I'm no film snob, so I won't say when. But I will say that, when the Marvel movies were first coming out (whether you love or hate them), theaters couldn't print tickets fast enough.
