We exchanged 3 polite messages and he blocked me. I think he believes the 500-person block thing is a target not a limit.

i've been blocked by people that i've been friendly and neutral with.
I've always maintained, its not something pertaining to me, as much as, some issue with them.
At the end of the day, its their loss more so than their gain by blocking me...but, whatever...I just don't care.
