As a man who has been singing as a profession for over 70 years, In my opinion that would be Lara Fabian, a Canadian/Belgian lady who speaks 14 languages, and sings in 20. She came before Celine and was very big in Europe. She only became known here after a song she wrote and performed called Broken Vow made it big here. Look that one up and play it, you will not be dissapointed.

Ooh there's one to cause debate !
Well, i guess it rather depends on how you define 'best'.
Ive no doubt a little research would tell you whose concerts outsold anybody else's; which artist sold the most records/8-tracks/Albums/Cassettes/C:D's/...whatever medium is sold these days, but that only means what was popular at that exact time.
If it comes down to a specific artist i suspect you'll get everyone from Maria Callas to Aretha Franklin.
From Frank Sinatra to Liam Gallagher.
Personally I'd nominate somebody like William 'Smokey' Robinson.
A man whose professional career began in the late 50's; was made a 'Superstar' by Berry Gordy at Motown when he put him with The Miracles; and managed to keep himself musically busy up until the early noughties.

@SW-User I believe we have a couple hundred tickets sold. If a Ziggy box comes out soon, we'll probably play it even more often. 2 years ago, we did Ziggy AND Station To Station, you would have loved it.
