As a man who has been singing as a profession for over 70 years, In my opinion that would be Lara Fabian, a Canadian/Belgian lady who speaks 14 languages, and sings in 20. @Ryansgrampy I had never heard of her. She has a tone similar to Celine Dion..who is also French Canadian! Wonderful song.

She came before Celine and was very big in Europe. She only became known here after a song she wrote and performed called Broken Vow made it big here. Look that one up and play it, you will not be dissapointed.
