It's more of a reflection of this latest dynamic: revenge politics which is carried over from "the base's" attraction to professional wrestling where they feel a sense of justice by watching the "other guy" get what they think he has coming to him/her.

It doesn't matter that it makes zero sense, that by releasing illegal immigrants it defeats the whole crazy notion there is or ever was a national emergency. It doesn't matter that it makes zero sense because people released in a "sanctuary city" are not obligated to remain or forcibly held in that city. They become free to roam anywhere including non-sanctuary cities. It doesn't matter that it makes zero sense in light of the White House stating there is no serious plan to do it, Baby-trump coming out and saying he is considering it, and alternately tweeting that the story about him planning such a thing is "fake news."

It drives attention and the revenge aspect of it: "we're going to hurt the other guy/the other team" and allows the hardcore fans of this reality TV numbskull to puff out their chests one more time for a few moments in sheer disregard of common sense, social decency, and their own self-interests. It's really the driving force of what "MAGA" really is and what it has become.

This whole plan assumes sanctuary cities would see an overrun of hordes of murderers, diseased people and MS-13 members.

Where do you think migrants have been living all this time? This country has scores if immigrants, legal and otherwise, living in cities across the nation. You know what would happen? Same thing as would be caused by any imaginary crisis. Nothing.
