Context is everything... The part you didn't have space to type was that undocumented immigrants won't face deportation if they for example report criminals to the police. One reason some crimes don't get reported is that some are scared to do so for fear of deportation.

Trump clearly is using the 'fear' of immigrants as a strawman argument, because he has no issue with them coming to America after all.

Trump in a panic just responds to what he sees on Trump news each morning, or when Coulter and Limbaugh say anything critical. His base has not increased since the election, so he's only playing to them and knows it. He has no desire at all to get the whole of the population supporting him. If his base shrinks to 25%, then 25% is all he's interested in.
