Many local towns and counties have noise ordinances which prohibit loud noise both before and after certain hours. While not a 911 emergency it is a police matter. Many areas have non-emergency numbers. They call the same place as when you dial 911, but it comes in classified as a non-emergency which allows them to place your call on-hold should a 911 call come in.

Look into your local town or county codes.

Unfortunately the non emergency police will say to take it up with the leasing office. You could always see if the housing board can help.

Somewhere in the buildings basement should be a main electrical room. If you can jimmy the lock to get in, look for the main power panel. It should have a large handle on it. pull the handle sharply all the way down and then jam the lock on your way out!
