Why do people think its "human nature " to be dog eat dog

Once you realise what your friendly acquitance work colleagues would do to get that promotion over you, you'll get it.

A clue is that dogs don't have human nature.

Another clue is that dogs don't usually eat dogs.

The dog eat dog World metaphor is to point out that we live in a competitive World. It's nature for any animal to have to compete with it's own kind to survive.

Because they found out at great cost that Utopia doesn't exist, so they learned to deal with and integrate into the present competitive system you characterize as 'dog eat dog.' I don't like it any more than you do, but I've learned to put up with its thorns, slings and arrows, thrive in it and get ahead in life. The sooner one adapts, the better for them. Of course you could always create a commune and live off the wildlife and over time build your own society there. Re-inventing this wheel has already been tried several times and failed.
