I can't see why not. It's not about the population, it's about its location, facilities and local culture. It could be an artificially created industrial town originally built for workers in the middle of the nowhere, it could be a picturesque seaside town with historic architecture with either primarily old inhabitants or immigrants of various background or it could be a satellite town nearby a big historical city.
Personally, I'd avoid the first option, not sure about the second, the third sounds great and the last would be probably ideal.

I don't think I have much time left but I would love to take Bob Seger's advice and get out of Denver and spend my last few years in the kind of town I grew up in. Population 7000. Unfortunately, it's a MAGA town and i wouldn't be welcome there and they probably all are.

On one hand it would be cool to have a close and tight night community where everyone has each other's back,
On the other hand, a small community where everyone knows everything about everyone can feel kinda toxic and restrictive sometimes
