Undoubtedly, the BBC announced it on the day it happened, soon after Walter Cronkite reported it (at the latest); or the day before the first episode of Dr Who aired.

There were other events related to the assassination which might well have interrupted Dr Who, but Oswald's shooting was in the late morning of 24 Nov., and JFK's funeral & burial was on 25 Nov. (The second episode of Dr Who--The Cave of Skulls--aired on 30 Nov.)
