No, it's an American phrase, and let me explain:

The way words come out of our mouths is those words must first go through the brain before coming out, which simply means someone has thought about what they are saying.
So if they are "talking out of the side of their neck," this means the words they are saying never went through the brain, which menas they are making no logical sense.
