He ran for the US senate from Louisiana as recently as 2016. That's not speculation, that's fact. He praised Trump for his comments regarding the protests in Charlottesville, for blaming "both sides".
The Anti-Defamation League has a list of locations of KKK bases. The Bayou Knights of the KKK are prevalent in Texas, Oklahoma, Arkansas, and Louisiana. Knights of the KKK claims to be the largest Klan organization in America today, it's based in Zinc, Arkansas. Loyal Knights of the KKK is currently thought to be the largest KKK chapter, and it's based in North Carolina. The Southern Poverty Law Center keeps track of hate groups, and three of the states with the highest concentrations of them as of 2013 are Arkansas, Mississippi, and Tennessee. That should be proof enough that racism, though it also exists in the North, is alive and well in the South.
Saying that someone is a racist is not an insult nor is it judging them or their character, it's just calling a spade a spade.
