Congress created the Environmental Protection Agency...except for the air and water! Surely, Congress didn't intend for the EPA to help that part of the environment.

But that is just what Congress did when it broadly authorized EPA in Section 111 to select the “best system of emission reduction” for power plants. §7411(a)(1). The “best system” full stop—no ifs, ands, or buts of any kind relevant here.
Hmmm, I don't think so. I think the majority are right wing zealots, and agencies, like women's rights, are on the chopping block of the right wing Heritage Foundation.
