Yes, but many of us do not see the site as being primarily a "chat room." We spend most of our time with the public posts and comments, and sometimes private conversations spring up from those interactions.

A post like, "Hi! Anyone wanna chat?" will usually be met with derision.

It's quite possible the messages are going there.

Not that I know of. At least not with regularity. Many people prefer not to at all.
