The hurricane only gets downgraded after it has made land fall and pushed into land not having warm waters to grow and maintain its original strength, but the devastation from the winds rain and storm surge and the terrible storms a hurricane makes over land destroys hundreds to thousands of miles/kilometers of land and towns in its path.
You are from the Ukraine and never had a Hurricane experience but let me share a concept with you about a hurricane force. Say any city in the Ukraine was leveled to the ground in a matter of an hour where it takes Putin and his Army to do that in months of attacks and bombings, the hurricane does it all within an hour.
Like I said the down grading is only done once the hurricane has been over land and pushed into and over the continent. Heck Hurricane Helene and Milton were large storms than the country of Switzerland in size. Think a a storm bigger than small countries coming in with terrible devastating damage.
Saying it is hype is like saying it is Hype over Putin's war.

@WillaKissing I have heard lots of people have lost their lives, which is a tragedy. Just like the war forced on Ukraine, millions displaced and lots, thousands murdered.

I live 500 miles say 650 kilometers north from Florida where Hurricane Helene came ashore, and the Hurricane pushed all the way to Lake Erie 800 miles or 1000 kilometers north. It caused 8 tornados and left 10's of thousands without power for a couple weeks in my area of Ohio and a lot of flood and wind damage. They are very deadly storms even hundreds of miles north of where they come ashore.

The hurricane loosens up before hitting the coast. There where 2 eye lines visible. The smaller eye more or less collapsed and got bigger with time. Good thing about it is that the wind speeds decrease with it. Bad thing is that the chance of heavy rainfall and floodings increase with it. It's a give and take.

It hit as a category 3 when it was supposed to be a 4. It did spin off 19 tornados; I wonder if some it's energy was lost doing that?

My understanding was it acted variably, ramping up and down in ferocity over a number of hours
