Yes, it means that we can't really know our own hearts and motives because we can only see our side of anything. Our views of ourselves are biased. The next verse explains that only God knows our true hearts without bias.
Jeremiah 17:9-10
1599 Geneva Bible (GNV)
9 [i]The heart is deceitful and wicked above all things, who can know it?
10 I the Lord search the heart, and try the reins, even to give every man according to his ways, and according to the fruit of his works.

I believe that people think very highly of themselves and will not entertain the idea that maybe they're not all that they think they are.
The popular mantra is to love and trust in yourself, but I think that makes people a bit blind to their faults and unwilling to work on what they need to work on or ask for help in doing so.
Although, people may wish to do good and try to their best to do so we don't always see our own faults and our own unkindness .
Having blinders on we are not able to change.

I do. Because it's a partial quote from KJV bible. The other part is "who can know it".
Humans are self absorbed yet don't know themselves. They deceive their own self by proclaiming and feeding themselves accolades, applying what feels or looks good, putting themselves on a pedestal. They are actually deep in the dark. Sure we can have care and compassion, try to do good things, but even that can be a construct for self deception. "There is none good but him."

Yes and no, it's deceitful because often it's not honest. We can tell a lie out of love. But it's it's not wicked because wickedness is a choice.

The heart is a guide, the mind is impressionable and deceptive.
Carful what beliefs you fill your mind with and learn to understand your heart.

It depends on an understanding of how the word 'heart' is being used and what it is intended to mean in that context.

This is scripture and it examines the natural man versus the spiritual man. Without God, controlling the desires of the flesh become impossible.
