Modesty is influenced by what is the norm in the culture around her, and includes not just dress but all behaviour. Men are equally enjoined to be modest, but in specifically male clothing.

Wherever you live in the world, if your wife disliked the way men treat her when she shows cleavage, she'd soon change her mind and choose a more modest style.
In the west, polite men would look, but usually not say or do anything. But a few men would hassle her - any that would soon become unpleasant and scary. She wouldn't do it for long.
In Muslim countries it would be flat out dangerous - and I doubt she would dare.


Maybe you could just pay more attention to her, show an interest in her interests, listen more, compliment her (including her beauty), be affectionate and loving, and show her that you still feel attracted to her.
