In older houses they used to use lead pipes (very bad for you). When they passed laws requiring these pipes to be replaced with pvc or copper, many landlords and home owners only did the downstairs plumbing to save money, and because they knew at the time, inspectors wouldn't bother going upstairs to check. This is why, in older houses it's typically not good to drink from taps upstairs, and why code inspectors now days are such tight asses on everything.
