This is common the first week of school. Everyone is trying to get oriented and some may be shy at first. Give it time. You’ll find plenty of people to talk to. I worked at a university for 25 years and saw the awkwardness some had when they first moved to the dorms but eventually they found people to befriend.
Smile If they are sitting nearby, maybe introduce yourself Ask a question: what's your major, who's your favorite professor so far? Join a campus club. If you are there at the start of the club, it's easier to make friends. It's kinda like that everywhere.
Make the first approach? I’m a bit older and tbh I learned that you’re not the only one who is afraid to make the first move. Sometimes you have to take the risk of rejection.

Relax. Its only the 2nd day. Dont be too discontented, you don't want to give off a vibe of desperation. It's amazing how a smile can change someone's (yours or theirs) countenance.
@kinkykitty Sorry, I should have read your post better. When my mother was secretary at a small private two year religious college, she was also the activities coordinator and had student assistants, maybe You can volunteer for something like that, it's a great way to meet other new students :)
