what should i do if a new neighbor is smoking while on oxygen?

he was smoking outside and i mentioned it to him about smoking while on oxygen, he shut it off but still i heard even if you shut it off it can still start fires, people in my bldg smoke but i think its even more stupid to do it while on oxygen, even if hes outside he could still start a fire,should i report him to my apt manager or to someone else and if so who? i get it that people like to smoke but hes putting everyone at risk of a fire starting, even if hes outside it can spread towards inside the bldg. i myself have never smoked and never done drugs and dont drink, i know people like to smoke but what do you do when theyre putting others in danger cause of it?

I honestly think you should report it to the manager because he is putting everyone at risk.

This is a massive personal and environmental fire risk.
Concentrated oxygen will burn and also feed any fire.
There have been plenty of cases in the hospital environment.
Ignoring it is not an option
Speak to the manager.
Express it as a concern for him.
My mother spent her last few years juggling oxygen and cigarettes.

She wouldn't usually smoke in the same room as the machine - but, there were the odd time or two you'd hear "Oh *expletive*" followed by the sound of her canula hitting the floor as she threw it away from her.

Oxygen can be flammable - but I would be more concerned about him smoking around running oxygen than him smoking around the machine while it's off. Reason being that some people have set their face on fire because they forgot that they had their oxygen on while smoking... yes, it can burn the inside of their nostrils, too.

Where saying something becomes something to think about depends on the guy's reaction. If it seemed like a genuine mistake, then it might not be worth telling (they get used to wearing it over time, like you do a jacket and don't always remember to take it off).

If his response was more "It's fine" - then definitely tell on him for his own safety. I'm not too sure who you could tell, though. I know in my mother's case, we could talk to her oxygen provider because we were family. Maybe the apartment manager might be able to help you???

Those tanks don't just cause fires they can also cause an explosion. Also if those tanks are dropped and the valve gets cracked it can take off like a torpedo with enough force to go through a cyder block wall. I don't know what you can do except stay a few hundred feet away when he is smoking well on oxygen. Cheers!

You should. One of my friend’s condo caught fire because of same situation. Whole building was destroyed. My friend lost everything. My friend has to start all new.
This is real risk of fire and someone may loss life.

Definitely report him. People like him are so ignorant and selfish. They think it's ok to endanger other people bc of their idiocy
I’d think if you advise the building manager and/ or superintendent, then they need to handle the matter.

A home caught on fire here about 12 years ago and killed the woman because of that. The family that was renting the room to her lost everything and had to move, it caused a terrible hardship for them.

It's not a danger for you from what I've read (unless he smokes inside). The danger is that he will light himself on fire.

@soar2newhighs If the valve is shut there is no way it will be leaking, and O2 is itself not flammable, but O2 gets stuck in clothes and if your clothes catch on fire when they're oxygen enriched there's no way you're putting that out
@MartinTheFirst I was a federal firefighter for the Dept. Of Veterans affairs. We had a nursing home and other areas with O2. Am acquainted with the O2/smoker event many times.
And your key point is IF the valve is shut…

I am on oxygen myself, what it does is that it makes flames larger and makes glowing embers hotter, like those at the tip of a burning cigarette. But yes, alert your manager, however it would not surprise me if they already know.
