what should i do if a new neighbor is smoking while on oxygen?

he was smoking outside and i mentioned it to him about smoking while on oxygen, he shut it off but still i heard even if you shut it off it can still start fires, people in my bldg smoke but i think its even more stupid to do it while on oxygen, even if hes outside he could still start a fire,should i report him to my apt manager or to someone else and if so who? i get it that people like to smoke but hes putting everyone at risk of a fire starting, even if hes outside it can spread towards inside the bldg. i myself have never smoked and never done drugs and dont drink, i know people like to smoke but what do you do when theyre putting others in danger cause of it?

My mother spent her last few years juggling oxygen and cigarettes.

She wouldn't usually smoke in the same room as the machine - but, there were the odd time or two you'd hear "Oh *expletive*" followed by the sound of her canula hitting the floor as she threw it away from her.

Oxygen can be flammable - but I would be more concerned about him smoking around running oxygen than him smoking around the machine while it's off. Reason being that some people have set their face on fire because they forgot that they had their oxygen on while smoking... yes, it can burn the inside of their nostrils, too.

Where saying something becomes something to think about depends on the guy's reaction. If it seemed like a genuine mistake, then it might not be worth telling (they get used to wearing it over time, like you do a jacket and don't always remember to take it off).

If his response was more "It's fine" - then definitely tell on him for his own safety. I'm not too sure who you could tell, though. I know in my mother's case, we could talk to her oxygen provider because we were family. Maybe the apartment manager might be able to help you???
