what should i do if a new neighbor is smoking while on oxygen?

he was smoking outside and i mentioned it to him about smoking while on oxygen, he shut it off but still i heard even if you shut it off it can still start fires, people in my bldg smoke but i think its even more stupid to do it while on oxygen, even if hes outside he could still start a fire,should i report him to my apt manager or to someone else and if so who? i get it that people like to smoke but hes putting everyone at risk of a fire starting, even if hes outside it can spread towards inside the bldg. i myself have never smoked and never done drugs and dont drink, i know people like to smoke but what do you do when theyre putting others in danger cause of it?

It's not a danger for you from what I've read (unless he smokes inside). The danger is that he will light himself on fire.
@MartinTheFirst if as you say, he lights himself on fire, it’s very likely it would be due to a leak of O2 while smoking and being it’s under pressure and it reaches an ignition source it will intensely continue to feed the fire. I’ve responded to nursing home fires caused by patients smoking while on O2.

@soar2newhighs If the valve is shut there is no way it will be leaking, and O2 is itself not flammable, but O2 gets stuck in clothes and if your clothes catch on fire when they're oxygen enriched there's no way you're putting that out
@MartinTheFirst I was a federal firefighter for the Dept. Of Veterans affairs. We had a nursing home and other areas with O2. Am acquainted with the O2/smoker event many times.
And your key point is IF the valve is shut…
