I'd say no. Also he's dated other people while you've known him so he's capable of actually asking women out. I wouldn't get my hopes up. I think he likes you as a friend or he would ask you on an actual date.

That’s not to say he doesn’t find you attractive (refer to said “atmosphere”) but he also hasn’t done anything about it in two whole years!!! I mean, come on!! Either he doesn’t want your relationship to be anything more (he has dated other people so we know he is capable of asking girls out), or he has the backbone of a jellyfish.
