It's private property. Depending on the laws in your area, the landlord could say that the resident is in violation of their contract about guests or roommates or what have you, or they could just invoke the restraining order and get the sheriff to chase them off.

My neighbor is being evicted for having his girlfriend living there without permission. They're running a drug operation, too. The covid excuse only protects so far. If I was to take them in I'd lose my place for sure.
They'll be evicted as soon as evictions are back on, I imagine.

I think it may depend on where you live. My understanding was that you can still be evicted for illegal acts in the building, just not for being short on rent.
