what happens when a neighbor gets kicked out and starts living later with another neighbor?

my neighbor got kicked out for doing meth, now the neighbor downstairs i think took her and her boyfriend in, i think theyve been here about a month, shes not supposed to be here or her boyfriend , they have a restraining order, what happens to the person that took them in, i heard they cant kick people out now cause of covid, can they still kick her out? wonder if she could go to jail for that
