Both very annoying but if i had to chose someone who doesn’t apologies is worse because it’s a lack of respect

Neither. Both kind have their reasons. One has trust issues, and the other doesn't want the other person to leave or has been silenced a lot of times in life.

Someone who’s always apologizing because after a while it just loses its meaning and it becomes like a filler word

The former... I know someone like that (🙄) and many like the latter, but many of the latter show they're sorry instead of saying it and that's a good thing 😌
