I hadnt heard about it, but I poked around a bit. It lasts only 9 months and there's no money to continue it afterwards. One recipient decided to just keep the cash and not find a place to live because $1200 doesn't get a very nice place, and he'd have to stop paying when the money runs out. The intent seems to be to help people get a leg up towards a job and a stable situation - we'll see how that works out.
And it's being called a "guaranteed income" arrangement only it's just for 9 months.
