I realize you are thinking about governments, but IMO it is the stock markets and the money that are the ultimate power. In my country right now, the Democrats want us to continue in a recession because only by spiking Trump's economy can they pretend they are the only hope for the future. And we are SO loving living under their authoritarian rule...😂
Ten years ago I read an article that stated it is the women hold the true power...because they are the ones who spend all the money. If a woman is making all or most of the buying decisions for her family, it is she, and millions like her, who is driving the markets. It's not really true, but it is at least partly true.
Just as an example, if a woman decides her family will be green and environmentally conscious, she supports those types of products and the companies that produce them thrive.
If you follow that to it's logical end, then it is the media that convinced the women to be environmentally conscious...and if you follow THAT to its logical end, the media are controlled by their educators, and the educators are hired by the bureaucracy.

The people essentially. The government has the daily responsibility and power but they are elected by the people and voting is compulsory.

@Zoranna I also sing and play folk/country geetar. I tend to do ballads mainly. One of my stalwarts is Waltzing Matilda, by Eric Bogle. If you haven’t heard it, and don’t mind a bit of quality folk music, this song (along with Willy McBride, Green Fields of France) (both on YouTube) commemorates the proud wounded Australian heroes of Suvla. You may need a tissue or two though. 😞
The people do if they wake up but it seems we are too low a species to advance any further than $300 a month for cable and internet and the rich just keep keeping for themselves while they degrade the people washing their feet and the power gaps grow and more and more will suffer
Always a boom and bust
This is where we decide what we are and this is when we decide what to do
We can't tell what the future will bring for sure
Especially with a populace bred for waste

It's an interesting question.
Ironically I don't think anyone has at the moment at least.
If they did at least we'd be heading in a definite direction.
I think it's lack of direction that is the cause of a lot of unhappiness at the moment.

@Picklebobble2 I admit, I was on the fence with that one. Doesn't make me a bad person though, lol.

@Valentine No I think it's perfectly illustrative of the time we live in !
You put your faith and trust in these people and so far they're coming up short !
But I don't hear or see many yelling from the sidelines a better idea.
