I realize you are thinking about governments, but IMO it is the stock markets and the money that are the ultimate power. In my country right now, the Democrats want us to continue in a recession because only by spiking Trump's economy can they pretend they are the only hope for the future. And we are SO loving living under their authoritarian rule...馃槀
Ten years ago I read an article that stated it is the women hold the true power...because they are the ones who spend all the money. If a woman is making all or most of the buying decisions for her family, it is she, and millions like her, who is driving the markets. It's not really true, but it is at least partly true.
Just as an example, if a woman decides her family will be green and environmentally conscious, she supports those types of products and the companies that produce them thrive.
If you follow that to it's logical end, then it is the media that convinced the women to be environmentally conscious...and if you follow THAT to its logical end, the media are controlled by their educators, and the educators are hired by the bureaucracy.
