It's an interesting question.
Ironically I don't think anyone has at the moment at least.

If they [i]did[/i] at least we'd be heading in a definite direction.

I think it's lack of direction that is the cause of a lot of unhappiness at the moment.

Plus the seemingly endless "We can't do anything at the moment because of the Coronavirus" message is getting everybody down.

Interesting how one row on here yesterday was the supposed validity of one U.S. drug company's claim to be close to a 'cure'.
And then the division of opinion between those question responders who saw that as 'positive' news and those who saw it as nothing more than 'grandstanding'.

@Valentine No I think it's perfectly illustrative of the time we live in !

You put your faith and trust in these people and so far they're coming up short !

But I don't hear or see many yelling from the sidelines a better idea.
