First impressions do count for a lot and you want to make the right impression so find out how conservative they are before testing the waters. If you make the wrong move and your date is important to you, recovery may be difficult. Personally I would not mind - but I might stare a lot!

depends what type of parents they are, my parents like to go out to fancy places so I would probably not let my GF wear a crop top to a restaurant with my parents, not that they would mind but it will affect how they perceive her.

If it were a first meeting, or a fancy place, or a life-event for someone *else* (other than you/your date), I'd go more conservative (but still sexy...just less skin lol).

Otherwise, I'd confer with your date to make sure the *date* is not going to be uneasy...and go for it, if you agree.
