Illegal immigrants are not allowed to work...therefore they will have to work illegally, creating a semi permanent subculture of scofflaws, or they will have to suck the life out of social services and welfare until they are bankrupt.

Adams is finding that his city can't afford to be quite as "liberal" as they would like to be.
