@Budwick I am quite familiar with NYC area immigration through the decades, plenty of people I knew had family stories of how their grandparents arrived, alot of them snuck in and never went through Ellis Island.
The initials got applied to people who showed up for processing with no papers and those who skirted the whole system.

@Tetsuya most of the immigrants to nyc over the years arrived legally .
@Tetsuya Yes, and there was a process for arriving immigrants which had nothing to do with hoping for future voters. Many were sent back.

@soar2newhighs the city has already shifted expenditures from its citizens to the new arrivals , in the form of housing , transportation , etc..
