Trump imposed essentially the same tariffs in May 2018. Did they boost our GDP? Did they increase domestic manufacturing? Did they lower any costs on anything?

To your point about Trump believing in tariffs, there are a number of reasons why a government might impose tariffs, none of which have anything whatsoever to do with tariffs being viewed as a viable source of additional income for the government.
The main reason that a stable government (unlike the USA) would impose tariffs to imported goods to their country, is to either protect a domestic industry that is of some strategic value to their country, or to offset trading partner subsidies.
Neither of these two situations apply to the USA because almost ALL valuable industry within the USA has already been exported to China, which means there's really nothing left in the USA of strategic value to protect anyway.
Secondly, that there are no trading partner subsidies to deal with who are trading partners with the USA.
From that perspective then, Trump has no clue what strategic value tariffs might be used for, nor does Trump understand the concept of business on any level whatsoever.
This is further evidenced by 6 business bankruptcies that Donald J. Trump himself has incurred throughout his lifetime of pretending to be a wannabe businessman, none of which were related in any way to Trump Corp of New York, which Donald Trump has never actually managed or directed.
Donald Trump is not a business man, he is actually a very deceptive con artist, no different than a snake oil salesman at a Barnum & Bailey circus.
Donald comes by this talent naturally, simply because conning people is the only way that Donald could survive with his father being Donald's only employer since he graduated from college with a basic BA in Economics.
From his adolescent years, Donald Trump has suffered from ADS (Attention Deficit Syndrome) which means that he cannot focus on anything for more than 30 seconds at a time, maximum 2 minutes ...before his mind wanders and he forgets what the discussion was about. That's why he rambles and meanders so illogically whenever he speaks. For that reason alone, Donald could never run a business even as simple as a lemonade stand at the end of his driveway.
Donald J. Trump therefore, did not create Trump Corp nor is he the President of Trump Corp nor was he ever a CEO of Trump Corp. Trump Corp is a Property Management company and that is all it ever was and continues to be, however Trump Corp has never been under the Direction of Donald J. Trump.
The ineptitude of Donald J. Trump is why Trump Atlantic Casino went into Chapter 11 within 6 months of opening. It went into Bankruptcy Protection from the result of Donald trying to manage it himself after firing professional casino managers from Las Vegas who made the job of managing a casino look easy.
