Not sure where you read this as am I Scottish and we have a good few English people who stay nearby us and they are made very welcome in local.pubs, restaurants etc.
I also stayed in England for a good part of my life and while I enjoyed it, I also encountered a degree of racism and hatred towards Scottish people but I wouldn't go about saying English people hate Scottish people as it was just a few.
I really think it works both ways and you get good and bad in most places you visit.
I also read on many occasions how welcoming Scottish people are 🤔🤔.

Look at history for some answers. Children were separated from their Welsh-speaking families as late as the 1960s in an attempt to "civilise" them.

Notice that anywhere in Europe that had the perticular pleasure of having English football hooligans as visitors.
