Bottom line: what the government did was ILLEGAL - it SHOULD have to pay back U.S. importers. Now, whether those U.S. importers want to pass on the refunds to retailers and whether those retailers want to give something back to consumers would be up to the U.S. importers. They are the ones who paid the tariffs to the U.S. government.

Foreign exporters did not pay the tariffs. American importers pay the tariffs (and generally pass on the cost of those tariffs to their American consumers).

Its just noise , translated it means 400 billions less treasure bonds sold or simply sold by not renewing. More debt for USA to pay off. More companies will diversify.
