First ask if those chemicals are in fact harmful in the sea.
Do they break down, for example?
Undesirable maybe simply to allow the stuff to sink or dissolve in the water, and the picture is clearly not to be taken seriously. If the question is serious though let's at least determine the hazard the material may present to what, and the level of risk.

@GerOttman i’ve looked it up before out of curiosity and it actually is very harmful for the ecosystem.

I suppose if they think about it at all, the authorities would consider the potential harm to wildlife from sunken drugs far less serious than the drug-gangs' intended real harm to people and society.
I would understand that, but still believe the smugglers should be arrested alive, and the drugs and boats destroyed in safe ways.

@GerOttman Thankyou. Unfortunately The Guardian actively prevents you reading it without either accepting all its "cookies" or subscribing.
I do know though, from other reports, that quantities of illegal drugs have been found off parts of the Englsih coast. The suppliers dump the consignments in the sea for others in their chain to collect, making it far harder for the Police and Coastguard to intercept. I think they have also tried air-drops from private aircraft but that method is much harder to conceal.
I imagine there are also some drugs reaching the sea via the sewer, but I don't know how large that problem might be.
Really, the ultimate solution is for enough people to realise just how foolish, dangerous and cowardly it is to try taking these toxins, that the trade ceases to be lucrative.
