IMO, yes. I generally judge presidents on the basis of how faithful they are in keeping specific promises (regardless of whether I may agree or disagree with same), and Trump has been consistently faithful to his even though he has been fought tooth and nail by Washington's cadre of completely useless oligarchs.

No. I admit that the promises more than likely cannot be kept given the hostility directed at this president. To say the promises were "empty" is a bit premature. To date, Hillary has yet to be investigated about her involvement in the DNC/Fusion GPS paying for a dossier generated by a British/Russian double agent, and the subsequent procurement of FISA warrants against a candidate for president of the United States under wholly false pretenses. Trump has successfully not caused the imminent decline of American prosperity. Trump has, however, helped normalize some really uncool attitudes about women and minorities -- and, for that matter, about the nature of the fucking truth. He's worsened tensions with the Iranians. He's further emboldened the Israelis to continue their aggression and human rights abuses. He's continued Obama's policy of supporting Saudi Arabia's war crimes in Yemen.
Trump has put the biosphere in further peril by leaving the Paris Climate Accord. He's heaped even more taxpayer money onto an already-bloated military and opposed progressive healthcare reform measures. Trump has increased the deficit by making our tax codes even more regressive than they already were.
Credit where credit is due -- Trump is responsible for withdrawing soldiers from the clusterfuck that is the Syrian Civil War, initiating life-saving prison reform that's long overdue in this country, and addressing the PRC on some wildly uncool trade practices. Trump isn't the worst possible president by a long shot, but he's really not the best one, either.

Bail them out with public money, gave the very people and organisations the responsibility to "regulate" themselves.
