Yes it sounds like they want to hire you if they're going to do a background check. those cost money so they don't normally do them unless they want to hire someone

@Donotfolowme the background checks are usually done by a third party and it cost money to do them. They check your criminal record and your job history sometimes even your credit and they charge a fee for that

Confirming your background check obviously can go either way but you should look at her email to you favorably. It’s possible that there is a discrepancy on your report and you can explain.

Usually background checks happen only after when the candidate is found suitable for the job posted. If the reference check isn't good is when they decline.
