@cherokeepatti I know it's a prison ship. The last ones were used to ease overcrowding at Rikers Island around the 1980s. If that is a recent photo my guess it is being used as a movie prop. I don't know what it would be doing in NC because they were built on barges and had to be moved by tugs. I believe they set in the East River near Rikers. I don't think they would be seaworthy.

I didn't, but a search revealed it is a YRBM (A Yard, Repair, Berthing and Messing barge.)
