Is a war legal or illegal?

Or does it just happen? I’m not asking this due to recent events in real life. This was just some random thought I had in my mind. Just a general question.

The rules of war are universal & the Geneva Conventions have been ratified (signed by) all 196 states. International humanitarian law (IHL) comprises a set of rules to determine what can & can not be done during an armed conflict. If the rules of war are broken, this is deemed as war crimes, which carry severe consequences.

Depends on the circumstances. Generally, offensive wars against sovereign states are illegal, but the identity of the aggressor is often a matter of opinion.

Depends on the war and the laws, as both can change from place to place and time period to time period
I think war and wepons should only be used if your country is under genuine attack from another country. Also if a nation's citizens are under threat from the leader of their own country.
@Cutiepi23 There used to be laws against war profiteering too.

So many variables to account for..laws of the country engaging, current attitude of the governing bodies and citizens, gains/losses to be had from the war, the U.N.’s position on said war, etc.
Technically there are legal was of waging war. But in practice the laws of war and the Geneva Conventions are just something to use against the losing side after the fact.
If you are fighting terrorists in your country it should be legal. If those "terrorists" are unarmed civilians then that makes it illegal.

@Recluse So are lots of things that are uncontrovercially illegal. The issue here isn’t about human nature - but about jurisdiction. There is no worldwide authority so questions of legality in international relations are rather... fuzzy.
