Isn't it unethical to take your bothers side even though you know he's wrong?

Example...
Bf and gf have physical fight. The guy is known for being violent towards women. So, the guys sister comes to their house and sees that her brothers gf eye is swollen black. Her immediate response was to tell her "you know he is just going through a lot, so you can't blame him for that."

She may not have picked the best words in the heat of the moment but there's nothing inherently wrong with wanting to defend your brother in public providing you give him a right telling off in private as well just so he knows exactly where you stand. And of course we've no way of knowing whether she did that or not do we. It's tricky.
