We do in a different way. Ritch people are good at tax evasion, money laundering and exploiting or maintaining public image.
Poor people are going at stealing and hiding, persuading people of authority, laying low and taking advantage of government hand outs.

I don't think its abuse when poor people do it. I think its survival and coping with this ridiculous system. Poverty is unnatural and evil.

A lot of people abuse the system but basically the rich make the rules therefore have the advantage.

Nearly everyone has abused the system at one point or another... This isn't unique to only rich people.

Because sanctioned abuse costs quite a bit. Someone will be wanting a payday in return for the favor of looking the other way, be it through goods, services or monies.
