If I've known them for about 6 months, and talk with them frequently enough, I can usually make a determination about their intelligence. Education and intelligence are not necessarily the same thing. I know a man who is "slow". He can barely read and write...but when it comes to fixing things, or fabricating things, he is a genius!

Usually by listening to their conversation, word usage and the like...also watch their behavior, esp. problems (or lack thereof) re: amount of discord between words and actions... and also the total effect, ie: including intentions beliefs and outlook...which has an input. Look for levels of skills.
The conventional meaning of smart is probably about overcoming another in a conflict. Smarting is the way we feel after being whipped.
Does your life run smoothly vis a vis all the manager-types in your world? When you are on the other side of the managers desk, how do you feel? You can turn that into a number too, and it should figure in, if you are very comfortable with them you might be LESS smart.
Cowtowing is not a sign of intelligence, getting abused by most managers might be the BEST sign.
In summation I would say u should draw your own conclusions. Its what u will do anyway.

I don't determine people's smartness because I know it may take many different forms and that even if someone doesn't get something right away, they will eventually; it's all a matter of growth. It would be terribly unwise of me to undermine someone's capacity.

I have worked with some brilliant people in their scientific and engineering fields, but some of them were totally ignorant when it came to dealing with people. One Ph.D. had absolutely no sense of time, whether on a clock or calendar. The absolute smartest person was a young lady who excelled in every way. She was and is amazing!
