That usually happens when a profile contains a lot of adult content and/or the profile picture might contain nudity.

I tried blocking posts from users under 18, but all it does is blur them out. I get a bunch of old people blured oht too but don't block them, so I dunno.

I think if the profile is of a minor then it's blured. That is if you have the settings set to ' no contact from people under 18'

I have no idea as to the why either, and I find it very strange to see honestly.

If you find out, please let me know because I was under the same impression as you.

I believe it means they’ve had a or possibly multiple reports for their profile pic or content

I do not know, but none of the explanations I've seen apply to most I've noticed.

It detects when that user is drunk, high, etc.: under the influence. 😉🤣🤣🤣

It all started with a grand story, and they needed some myths perpetuated, but the feeling I have is have they have "adult" content on their profile.

Its clickbait, once you see them blurred out, all hands are on "d*ck". Choose how spell that, I spelled it on deck.

If they expose their body in the pic and you have been baptized then by the grace of almighty up above your eyes won't show the nudity.

If you go to their profile page the pfp is usually fetish-mature
