@Scarfface Management sends out letters. I have received one in the past. I don't smoke cigarettes at all, ever, but someone dropped a cigarette butt outside my door in the public hallway and I received a letter.

@BizSuitStacy Actually, I was wearing a headset so that my television wouldn't bother the neighbors...non noise cancelling of course, and I could hear this caterwauling right through the noise of the television.
