As someone with no profile picture and no posts, I could have a perspective on this. Although I can see how paranoid most perspectives on here have been shown to be it doesnt have to be something so suspicious. I mean people can have posts and profile pictures and it means nothing if they intend to lie and cheat and catfish and all those wonderful things.
I simply do not wish to make roots on here, or make friends, or have other people want to know me or assume things about me and yet it is a place I can come and go as I please when the mood takes me. Sometimes, it is as simple as that without any ulterior motives.

I know what your talking about. I love to read profiles and for me to find the right profile photos is hard and can be a fun challenge for me.

Like the photo has to match my handle and my handle has to match my personality

Plain profiles are just boring

It has been my experience that most of them are ALT accounts, set up so that the member can misbehave or snoop around (because their original has been previously blocked) in accounts they can't normally see and or safely violate the terms of use for the site.

If you have VIP you will see masses of them who have visited your account. Always pop up after I block someone nasty. Always low views, no posts, no gifts. Given my history with some bad actors on here...I block those as soon as I see them. My SW experience has improved dramatically.

I used to do that.
Sometimes I really do not like to interact with anyone.
So I removed my DP and change the settings .
If anyone visit the profile they would only able to see my username only.
I hardly DM anyone here .
I am kinda anti-social. 🙏

I'd assume that most are people who don't want to be 'rediscovered'; like they have some long history here and they don't want someone, anyone, or maybe just several people to know/guess who they are or figure anything out about them outside of direct coms.

I've wondered that, myself. I can understand why no profile pic, but some people never post anything. I think it's weird.

Some may like to read and not post, I changed my profile picture to reduce unwanted DM’s.

Not keen on the no post people who want to DM though, some of those have strange ideas

I am always concerned about empty profiles. Like how can I talk to you if you don't post.

Wood and metal are more expensive, so some users economize by choosing NOT to build fences...THUS, no POSTS...

I know that annoys me too, and those are the ones that do not read anything you have on your profile page either, but send you a PM messages saying they are single, you're hot, and they want to talk with you.

Trolls/fake accounts. What's interesting is all these empty accounts, end up with followers.

That is because they are fake accounts, alternates, decoys. Takes too much effort to maintain a whole mess of fake accounts, and even harder to play them properly, remembering everyone you chatted with and what nonsense you spewed.

They usually are second accounts for stalking and weirdos
