Do schools still have special Ed

Lately I been seeing a lot of teachers complaining about students that can't read at their class level. Makes me wonder why are these students in normal classes if they can't read or do their class level math. If they can't keep up why are they not in like special Ed. Do schools these days even have that class any longer

My nephews pretty good at school. All A's mostly. (He's getting a little arrogant tho). He has competitions with his friends to see who's smarter xD. A lot of it I think is teaching kids while young with flash cards and stuff. I still say complicated words to him sometimes when he asks "what's that mean?" Then I explain it. I know a lot of parents get annoyed when kids ask so many questions. But if you answer them all with detailed answers suddenly they become a genius. 🤷🏼 That's my opinion.
